What 2 Learn has a variety of templates, and a fairly easy process, that teachers and students can use to create learning games.
I wouldn’t say it’s quite good enough to be added to my The Best Websites For Creating Online Games, but it’s certainly worth a look.
(Note: Teacher Lauren Allsop in the comments section thinks more highly of What 2 Learn than I do. I guess I’ll take a second look.)

Must say I disagree having looked at those that you have listed – with Classtools it was far from evident as to how to make a game and Philologus seems to break no end of copyright laws. Also, the games on Philologus do not actually check the answers the students are providing (do not be surprised if they claim to have got them all right first time round!).
I gave a couple of the games on What2Learn a go today and the students really enjoyed them. Better than that, they actually learned what I wanted.
