Hi Larry: One of the best web based programs for surveys for ESL / EFL language learners would be surveymonkey.com I use this one in class where the students can develop a 10 question survey and print it, post it or web it for free. The best feature is how it teaches the different kinds of research questions and the structures to use. It can also in made in any language so it has other features of other language teachers. My students love it! For graduate students it is very powerful, affordable and all data can be downloaded in many formats to use in SPSS.
