  1. Creating a culture that includes observations as one support structure for teachers being reflective about their practice. Ensuring that there is a shared understanding that the purpose of this and other structures is growth over time and aligning practice with stated beliefs. Perhaps the best structure is to create the capacity for those doing the observing to ask quality reflective questions and to provide feedback that is focused and leads to improved understanding and practice in the classroom.
