I’m not clear, however, on the article is suggesting that only bilingual teachers can be effective with English Language Learners, which is obviously incorrect.

Not sure where or how it suggests that ONLY bilingual teachers are effective with emergent bilingual learners. Most research does show, however, that the most effective instructional approach for these students are dual-language programs that develop students’ two language simultaneously (albeit at different rates).
